-o0o-

Gipasidunggan sab silang Mariano Vestil (nagtagik sa titik sa Kasadya); Ben Zubiri; Minggoy Lopez; Maning Velez; Pilita Corrales; Dulce; Raki Vega; Susan Fuentes; Max Surban; Novo Bono Jr.; Al Commendador; David Calero; Erlinda Dajao; ug Jaime Salazar.

Uban sa higante niyang mga kabilin, ang University of the Visayas (UV) ug The Freeman, ang museum agian sa haya ni Sir Dodong padung sa iyang gipili nga lubnganan duol sa iyang gipatukod nga simbahan sa compound ni Arsobispo Teofilo Camomot.

-o0o-

Danao City Mayor Ramonito Durano III: Immediate vaccination of children against measles, rubella and polio is a matter of life and death

The Danao City government has intensified its campaign to vaccinate children against measles, rubella and polio.

All children 0-59 months will be given the bivalent oral polio vaccine while those nine to 59 months will receive supplemental doses of vaccines for measles-rubella regardless of past immunization record.

His message was aired during the online briefing of Danao City Covid-19 Emergency Operations Center (EOC) yesterday afternoon.

Danao City is looking into the cause of the increase in new Covid-19 cases in the city

The Danao City government has warned its residents about the increasing number  of new Covid-19 cases in the city.

Danao City Health Officer Dr. Eric Echavez said that the surge could be because of possible spread in Cebu of the new Covid-19 variant which is more transmissible or non-compliance with the minimum health protocols.

Echavez explained the city's latest confirmed cases during an online briefing yesterday afternoon, February 26, 2021.

Another Throwback Thursday: Why did Bongbong Marcos and Digong Duterte meet in Cebu a year before the 2016 presidential election?

Senator Bongbong Marcos and Davao City Mayor Rodrigo Duterte met in Cebu in May 2015 when they claimed they have not made up their minds yet on the 2016 presidential election. They both spoke before KBP Cebu officers and members. But it happened because we had trouble inviting a guest speaker for the induction program. I discussed it during Arangkada on May 11, 2015.

Galvez: Covid-19 vaccines in the first quarter this year would not be enough to cover health workers, frontliners and senior citizens

Vaccine czar Carlito Galvez admitted during the cabinet meeting last night that the initial shipment of 5.1 million doses of Covid-19 vaccines in the first quarter this year would not be enough:
  • Only 3.5 million doses of vaccines from Covax facility (Pfizer and AstraZeneca);
  • 600,000 doses of Sinovac donated by the Chinese government (which may arrive this week); and
  • One million doses of AstraZeneca vaccine procured by the Department of Health (DOH).

Duque: Local government officials in Cebu and Central Visayas should exert more effort to contain Covid-19 cases

Health Secretary Francisco Duque III told President Rodrigo Duterte during last night's cabinet meeting: We're giving special attention to Central Visayas, especially Cebu City, Mandaue City and Lapulapu City.
  • Lapulapu City is now considered a moderate risk because their hospitals' critical care utilization rate is 69%
  • LGUs should exert more effort to control community transmission of Covid-19
  • The overall critical utilization rate in Central Visayas is still considered low risk at 49%

DOH: Positivity rate in Central Visayas is still high, pulled up by Cebu laboratories' swab test results

WHO: Wealthy Nations Must Share Vaccine Doses With Poor Countries; The Goal of Equitable Distribution in Jeopardy

WHO Director-General Tedros Adhanom Ghebreyesus urged wealthy nations to share vaccine doses with COVAX, saying the goal of equitable distribution was “in jeopardy”.

“So far 210 million doses of vaccine have been administered globally but half of those are in just two countries,” Tedros said in Geneva. “More than 200 countries are yet to administer a single dose.”

COVAX is co-led by the WHO, the GAVI vaccines alliance, the Coalition for Epidemic Preparedness Innovations (CEPI) and UNICEF.

It was launched in June 2020 to try to prevent poorer countries being pushed to the back of the queue for COVID-19 vaccines as wealthier nations bought up billions of doses for their populations.

Pope Francis' Homily in Tacloban City, Leyte on January 17, 2015 (one year and two months after Super Typhoon Yolanda)

On January 17, 2015, Pope Francis presided over a Holy Mass in Tacloban City, the epicenter of Super Typhoon Yolanda a year earlier, amidst strong winds and torrential rains from another typhoon which hit the Visayas, Amang.

The Pope discarded his prepared homily and chose to speak from the heart.

“So many of you have lost everything. I don’t know what to say to you, but the Lord does know what to say to you.

“Some of you lost part of your families. All I can do is keep silent, and I walk with you all with my silent heart. Many of you have asked the Lord, ‘Why, Lord?’ And to each of you, Christ responds from His heart upon the Cross.

“I have no more words to tell you. Let us look to Christ. He is the Lord. He understands us because He underwent all the trials that we, that you, have experienced.”

Cebu City's Plaza Independencia Was Built in the 1600s

Does this spot look familiar? This is a panoramic shot of Plaza Independencia with the old Capitol (Casa de Gobierno) that housed the Cebu Provincial Government. The province's seat of power was transferred in 1938 upon completion of the present building along OsmeƱa Boulevard.

Plaza Independencia was initially called Plaza de Armas in the 1600s before being renamed as Plaza Mayor and then Plaza Maria Christina. It was again renamed to Plaza Libertad during the American colonial period. The site is now one of the city’s most popular recreational spots with historical landmarks like Fort San Pedro and the old Customs House located nearby.

It Was Amihan Which Saved Cebu and the Philippines from the Worst of Auring

Amihan ang nahimong panagang

[My column for The Freeman today, Feb. 22, 2021]

PAGASA: Tropical Depression Auring Spares Cebu, May Weaken Into a Low Pressure Area Before Making Landfall over Eastern Samar

PAGASA: The latest track shows that Tropical Depression Auring, because of its north northwestward movement at 20 kilometers per hour, would not directly hit Cebu. Auring may make landfall over Eastern Samar this afternoon or tonight as a tropical depression or, if it continues to weaken, as a remnant low pressure area.

PAGASA: Cebu City and Northern Cebu remain under Signal No. 1 as Tropical Depression Auring Approaches Eastern Samar

PAGASA: Signal No. 1 was lifted over Southern Cebu, Bohol, Negros Oriental and Siquijor but remains hoisted over the northern portion of Cebu (Cebu City, Mandaue City, Lapu-Lapu City, Consolacion, Liloan, Compostela, Balamban, Asturias, Danao City, Carmen, Catmon, Sogod, Tuburan, Borbon, San Remigio, Tabuelan, Tabogon, Bogo City, Medellin and Daanbantayan) including Bantayan and Camotes Islands; Leyte, Southern Leyte, Biliran, Northern Samar, Eastern Samar, Samar, Dinagat Islands and Surigao del Norte.

DOH: 13.16% Covid-19 Positivity Rate in Central Visayas on Sunday, February 21, 2021

  • The Covid-19 positivity rate in Central Visayas is still high: 13.16% (431 tested positive out 3,274 swab samples)
  • World Health Organization (WHO) Guidelines: Positivity rate should be lower then 5% to ensure that the community transmission is under control and that the number of swab tests is adequate
  • High positivity rate indicates uncontrolled community transmission and lack of testing
  • Uncontrolled community transmission can be addressed partially with intensified contact tracing and more swab testing so that all close contacts can be treated and isolated before they can infect more people

DOH: 431 New Covid-19 Cases in Central Visayas on February 21, Sunday; 406 or 94.20% were from Cebu

PAGASA: Tropical Depression Auring May Further Weaken Before Making Landfall Over Dinagat or Homonhon Later Today

  • Central and Southern Cebu may be spared from Tropical Depression Auring.
  • Because of its West Northwestward movement, Auring's track will only affect the northern tip of Cebu.
  • PAGASA says Auring may further weaken before making landfall later today due to the surge of Amihan.

FOR: TROPICAL DEPRESSION "#AuringPH" (DUJUAN)
TROPICAL CYCLONE: WARNING
ISSUED AT 5:00 AM, 22 February 2021
(Valid for broadcast until the next bulletin to be issued at 8 AM today)
TROPICAL DEPRESSION "AURING" CONTINUES TO WEAKEN AS IT APPROACHES DINAGAT ISLANDS-HOMONHON ISLAND AREA.
Hazards affecting land areas:
Heavy Rainfall:
• Today: Moderate to heavy rains over Bicol Region, Northern Samar, Samar, Eastern Samar, Biliran, Leyte, Marinduque, Romblon, and Quezon. Light to moderate with at times heavy rains over Aurora and the rest of Visayas, MIMAROPA, and CALABARZON.
• Tomorrow: Light to moderate with at times heavy rains over CALABARZON, MIMAROPA, Metro Manila, Camarines Norte, Bulacan, Aurora, Isabela, Cagayan including Babuyan Islands, and Batanes.
• Under these conditions, isolated to scattered flooding (including flash floods) and rain-induced landslides are still likely during heavy or prolonged rainfall especially in areas that are highly or very highly susceptible to these hazards as identified in hazard maps and in localities that received significant rainfall over the past couple of days. Adjacent or nearby areas may also experience flooding in the absence of such rainfall occurrence due to surface runoff or swelling of river channels. PAGASA Regional Services Divisions may issue local thunderstorm/rainfall advisories and heavy rainfall warnings while the Hydrometeorology Division and River Basin Flood Forecasting and Warning Centers may issue General Flood Advisories and Basin Flood Bulletins as appropriate.
Strong Winds:
• In the next 24 hours, the combined effects of the Northeast Monsoon and “AURING” will bring strong breeze to near-gale conditions with occasionally higher gusts over the areas where Tropical Cyclone Wind Signal (TCWS) #1 is in effect, as well as over Aurora, Quezon, Marinduque, Romblon, Oriental Mindoro, Batanes, Babuyan Islands, the northern portions of Ilocos Norte and mainland Cagayan, Cuyo Islands, Cagayancillo Islands, and the rest of Visayas and Bicol Region.
Hazards affecting coastal waters:
• In the next 24 hours, rough seas will be experienced over the seaboards of areas under TCWS #1, the eastern seaboard of Central Luzon, the eastern seaboard of Southern Luzon not under any TCWS (2.5 to 3.5 m), the southern seaboard of Luzon and the remaining seaboards of Visayas (2.5 to 3.0 m). Sea travel is risky especially for those using small seacrafts.
• Moderate to rough seas (1.2 to 2.5 m) will be experienced over the remaining seaboards of Luzon, and the northern and western seaboards of Mindanao not under any TCWS. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.
Track and intensity outlook:
• “AURING” is forecast to continue moving generally west-northwestward to northwestward throughout the forecast period. On the forecast track and its probability cone, the tropical depression may initially make landfall over the Dinagat Islands-Eastern Samar (southern portion including Homonhon Island)-Leyte area in the next 6 to 12 hours.
• There is an increasing likelihood that “AURING” will further weaken before it makes landfall due to persistent high vertical wind shear associated with the surge of the Northeast Monsoon. Post-landfall, “AURING” is forecast to weaken considerably due to significant terrain interaction and the increasing wind shear, leading to deterioration into a remnant low within 24 hours, possibly sooner.
Location of eye/center:
At 4:00 AM today, the center of Tropical Depression "AURING" was estimated based on all available data at 195 km East of Maasin City, Southern Leyte (10.3°N, 126.6°E).

However, the possibility that the storm will maintain its strength until landfall is not yet ruled out. After landfall, “AURING” is forecast to weaken considerably due to significant terrain interaction and the increasing wind shear, leading to deterioration into a remnant low within 48 hours, possibly sooner.
